At last pressure built... Those who were unable to speak about recruitment of MT and relaxing eligibility criteria by barring qualification and age factors are now started speaking loudly about allowing all BSNL executives for the internal exam for MT... It's really a good news for all of us.....but why we are talking about initiating legal action on this issue that too at initial stage without fighting battle on the ground. It is our history that we have won battle by organisational actions . If it is our right to become eligible in the internal exam then we should get it by initiating organisational action and not by legal action. Allowing our executives for the said exam is not the big thing. Legal action should be our last and unavoidable option for which we should be always ready ... Comrades recruitment of MT and absorption of ITS are corelated issues. Delay in recruitment of MT will ultimately delay the absorption of ITS. Hence it is our prime duty to see that MT is recruited in BSNL immediately without any further delay ..and all talented and experinced executives in BSNL should be made eligible for the MT Exam irrespective of their Qualification and Age.

MT RR Revised:-- Betrayal of SNEA Executives. BSNL has revised the Recruitment Rules of Management Trainee in BSNL. It is the biggest betrayal of BSNL executives particularly those who are the members of SNEA(I) as no one has taken care so that all of us will be eligible for the proposed MT Exam. All Engineering Graduates who are SNEA(I) members and who have been recruited after 1989 and in Open and OBC category ,are not eligible for the said exam as they are barred due to Age criateria forget about those who are not Engineering graduate since they have been barred by applying educational criteria. Then what is the use of this Exam when most of the qualified and experienced executives in BSNL are being purposefully neglected and avoided to compete from Internal Quota. Our CHQ website has dispalyed some imp changes in RR on chq- website which is not in favor of Open and OBC candidates and all those qualified and experienced executives specially SNEA(I) members. This can be expalined as below: 1) Intl candidates are allowed to compete for Extl quota also. So Intl candidates can occupy even 100% of MT posts.- There is no point in saying this as most of the int cadidates are barred who are talented and experinced and most fitfull for MT. 2) The unfilled Intl quota will not be diverted to Extl quota.- For whom this will be eligible? Iincrease the copetitiveness among internal candidates to get the best talent by increasing no of internal candidates and relaxing the eligibilty criteria 3) B Tech / BE Electrical also included.- What is the Use ? They are being barred by appplying Age criteria. 4) Experience in JTO / JAO cadre onwards only will be considered. Earlier 4 years experience in BSNL only was required.: What is the use of this eligibilty & what about their qualification and Age factor. Hence it is the biggest betrayal to the BSNL executives & particularly the members of SNEA(I).. Comrades we have to oppose this ... We demand...No qualification barriers... We are observing the procedural delay in sanctioning EL of executives in Amravati SSA. DS SNEA(I) Amravati have specially pointed out the delay in sanctioning of Detail Estimates. It was brought to the notice of GMT amravati that each and every time we are meeting you but we are getting only assurances. Noting is coming out in favor of executives working in Amravati. They are having difficulties while working which are not being properly addressed. We are putting all of these but nothing is coming out after each and every meeting with GMT Amravati. SNEA(I) Amravati strongly condemn the unlawful,unwarranted stoppage of salary of our Div Treasurer for the month of July '2009 . This has happened even though he has submitted all leave papers in time. It has been learned that AO Cash have been forced verbally to stop the payment without calling any explaination from the concerned officials. There is legal procedure to stop the payment but no procedure have been adopted so far.......... . BSNL Board Meeting was held on 30/07/2009.BSNL Board has approved the Accounts of BSNL for the financial year 2008-09 .BSNL had posted a net profit after payment of Tax of Rs 574.85 crore on total revenues of Rs 3,5811.92 crore.The operation profit is not satisfactory. BSNL Board has viewed it seriously.

District president Com A V Changole, Com V R Jadhav, Com V J Pande, Com Mrs V K Bobade, Com P M Dabhade were present in the meeting .Com S R Kalmegh Jt Sec Vidarbha-II was also attended the meeting. Association side stressed on the point that all rural to urban transfer should be considered after completion of 2 years of tenure in rural that too in accordance with BSNL's transfer policy which hon GMT Amravati has agreed in principle.Discussion on other point like granting of transfer allowance to those whose request transfer has been considered after completion of 2 years was also discussed. Also issue of delay in sanctioning of EL and calling explantion from SDEs for not waiting for sanction memo from competent authority even though DE has recommened the EL prior to proceeding was also discussed . Association demanded the immunity of transfer to our ADS and District Treasurer as per the rule. GMT Amravati was also agreed on the point that now onward care will be taken so that there will not be any injustice to our memebrs .Meeting was conducted in co-ordial atmosphere and we are expecting positive outcome very soon. JOINT FORUM MEETING : The representatives of Joint Forum of BSNL Non-Executive/Executive Unions/Associations met and discussed regarding Govt.’s move to disinvest BSNL through IPO route, ITS officers’ absorption, growth of BSNL and its viability. Joint Forum unanimously resolved to protest the Govt.’s move of BSNL’s disinvestment through IPO route, demanded completion of ITS officers’ absorption before 31.12.2009, opposed purchasing of Maruti Suzuki SX4 cars for HAG level officers in view of the dip in the profit of the Company, club membership expenditures, foreign trips in business/executive air class, holding meetings in five/seven star hotels and decided to appeal all employees to complete the 100 days programme in a successful manner. It was decided that Joint Forum leaders will meet CMD and Board of Directors on regular basis to discuss the issues related to BSNL’s growth and its viability.

The circle office has today issued letter calling for ACR, Special report, vigilance clearance and options from the eligible JTO’s for promotion to officiating SDE’s for the new spell beginning from 2nd August 09. Again a list of 290 officials is called with 3 choices for posting without giving the list of SSA’s where vacancies are available. With the recent DPC which covered 350 officials from Maharashtra, it is interesting to know the latest available vacancy position of SDE’s available in MH circle.
Most awaited JTO to SDE DPC,promotional order is issued by o/o GMT Amravati wherein there are several lapces on the part of admn . Along with this promotional order one additional order of rotational transfer is also issued which is totally unaccepted and unwarranted increasing the huge financial loss to BSNL Amravati. They have issued the transfer order of DS and Div Treasurer of SNEA(I) Amravati who infact should get the immunity from transfer. We have requested GMT Amravati to cancel the rotational transfer immediately and give immunity of transfer to DS which GMT Amravati has accepted in principle and agreed to modify the same. Area secretary & DS have also spoken with CS SNEA(I) . All the comrades of SNEA(I) Amravati are requested to be alert and united for any proposed protest action if at all required.......

Gadchiroli SSA declared as Tenure Station: Hon CGMT Maharashtra Circle has given due consideration to the long pending request of executives particularly of Vidarbha area to declare tenure station in Vidarbha area, as they have to travel day and night journey on tenure transfers from Vidarbha to Kokan area. Now, Gadchiroli SSA is declared as tenure station for two years for JTOs and SDEs. We convey our sincere thanks to Circle Management and CS SNEA MH Circle for giving some relief to Executives in Vidarbha.

| Com S R kalmegh Jt Sec Vidarbha-II visited Wardha SSA on 22/05/2009 to meet Shri H K Mahajanji GMT Wardha .Various unsolved issues like pending request transfers of executives in wardha SSA , Proper allocation of hired vehicle, supply of outdated vehicle by vehicle contractor causing hurdles for the executives in maintaining rural exchanges , Connecting each and every exchanges in distant SDCA within wardha SSA through STM1 link etc were discussed in the meeting. GMT Wardha was kind enough to issue the pending request transfer of Com Sanjay N Telhande JTO karanja to Wardha City. He has also approved the posting order of Com R L Dafare to Ashti in Wardha SSA on our special request after considering his own and his family medical problems. Shri R L Dafare JTO Amravati was initially transfered to chandrapur and later on his transfer order was modified to Wardha SSA after contineous persuation by Com M S Adasul to CGMT MH circle and his kind intervetion. GMT Wardha was also agreed to settle all pending issues discussed in the meeting. Meeting was conducted in co-ordial atmosphere . | OLD REVISED TRANSFER ORDER OF SHRI M.S.DAFARE JTO:- The consistent effort by Shri M.S. Adasul Circle Secretary SNEA(I), MH Circle, the revised order of Shri M. S. Dafre JTO Warud, Amravati received from Circle office vide letter no A/STB/AE-2/JTO/TFR/06/33 dated at Mumbai 14.08.2008 on 06.05.2009 & as per information , the same order was already despatched to concerned SSAs longback, but Shri M.S. Dafre has been struck off on the original order dated 16.05.2008 to Chandrapur SSA on 20.04.2009 . Anyway Shri M.S. Dafre not joined yet at Chandrapur due to health problem, hence Shri S.P. Dhok DS, Amravati appeal to administration to revised his Struck off order to Wardha SSA with immediate effect. Once again we are extremely thankful to CS SNEA(I), MH Circle. |

| Issue of giving compensation to Autowalas have been settled amicably. It has been heard that Rs 40,000/- have been given as the compensation for the damaged autos. These autos were damaged due to sudden falling of 21Mtr tower on the auto at Mangrul dastagir Exchange in Dham Rly SDCA .We want to congratulate our dynamic comrades for arranging this big compensation and setlleling this issue in a short amount of time. We also want to thanks the doner by virtue of which this issue has been setlled. But the head of account of this big amount is still unknown? |

21 Mtr Telecom Tower at Mangrul Dastgir telephne exchange falls on the 4 Autos standing nearby tower and one Hotel beneath the tower. Most surprisingly there was no persons standing below the tower. It is really surprising that this relieving order has been issued on 31st March 2009 itself w/o giving any appreciation of their work which they have done in the month of March 2009 for aschieving target set by MH circle . It is injustice to all of them as circle office have clearly mentioned to retain them till the end of academic year 2008-09 after considering their genuine request as per ltr no A/STB/JTO/MSD/Court case/07 dated at Mumbai 7/01/2009. GMT Amravati have relieved all of them even when the current financial year 2008-09 was not completed in toto. Why GM office is in hurry to relieve all of them is the big question? In a very significant development, GOM headed by Hon¡¯ble Home Minister is understood to have decided to recommend additional 9.7% IDA to be merged with 68.8% IDA wef 1.1.2007 for the purpose of fixation of new IDA as on 1.1.2007. The new IDA, instead of original 68.8%, will now be 78.5%. The GOM is also learnt to have decided to give Risk Pay as recommended by the 2nd PRC

DS Amravati Com S P Dhok has given letter to GMT Amravati highlighting all the importatnt issues for the growth of BSNL Amravati and urges upon to settle all of them immediately for smooth conducive working and to stop probable leakage of revenue also avoiding undue expenditure. Meeting was also took place with GMT Amravati on the same agenda in the presence of DGM Amravati and our AGS CHQ New Delhi Com M S Adasul inwhich GMT Amravati agreed 1)To update FRS data entries. 2)for proper vehicle distribution and cancel the recent allotment of vehicle related to BD section 3)to relieve Shri S M Thakare JTO 4)to make equal distribution of work among all executives in Amrvati 5)to post JTO in DTAX and E10B and reconsider the change of section of SDE RLU Camp on immunity from transfer.He has also agreed to conduct frequent meetings of all JTOs/SDEs and agreed to write letter to MH Circle office regarding transfer of JTOs from Amravati to outside SSA and need of JTOs/SDEs in Amravati against the excess shown by circle office and also making arrangement for posting seperate SDE in Achalpur sub-division. Since the meeting was conducted at the juncture when our Hon'ble President of India was there in Amravati , hence it was conducted hurriedly but our hon GMT Amravati was kind enough to give assuarance to meet again after studying all issues in details. |
After successful meeting with Hon'ble President of India, Smt Pratibhatai Patil, our high level delegation under the leadership AGS Com M S Adasul , Com S H Gandhi , Com S P Dhok met with Railway Minister Shri Lalu Prasadji Yadav who has also come all the way to Amravati for inaugration of New Railway Station Bldg at Amravati and starting of 3 Trains from Amravati .The representation was handed over inwhich request was made to adopt BSNL services at all railway department and the recent issues of diversion of mobile service by Southern Railway from BSNL to Private Operator was highlighted. Hon'ble railway minister agreed to look into the whole issue .

SNEA Amravati handed over the judgement of AP High Court which is gainst the counting of the service rendered in Gp-C cadre for longest stay in one SSA for transfering the Grp 'B' officers and also expressed their displeasure over dislocation of executives in SDEs officiating promotion & requested to retain all those JTOs who are transfered out of Amravati on their offciating promotion as there are pleinty of vacancies of SDEs in Amravati. SNEA Amravati also requested to give offciating promotion to those SDEs who have refused their regular promotion last year . Shri V S Bathe informed that CR of all those SDEs in MH Circle who have refused thier regular promotion are being called and circle office is considering to give offciating promotion to all those SDEs in the coming offciating spell.
